XV. Promoting regional cooperation and counterpart support
(51) promoting regional economic and technological cooperation. In accordance with the requirements of the national industrial policy, on the basis of giving full play to the comparative advantages of the regions, the eastern and central regions and the western region are encouraged to carry out market-oriented, benefit centered, mutually beneficial and enterprise oriented all-round economic and technological cooperation. With reference to the relevant preferential policies for foreign investment, effective measures should be taken to improve the investment environment and service level, and enterprises in the eastern and central regions should be attracted to invest and set up factories and cooperate in the development of the western region by means of sole proprietorship, holding, equity participation, acquisition, Association, merger, leasing, trusteeship and contracted operation. In the process of cooperation, relevant enterprises can make supporting facilities, and it is forbidden to transfer production equipment, backward technology and seriously polluting projects that should be eliminated to the western region
(52) strengthen counterpart support and assistance. The relevant provinces, municipalities directly under the central government and cities specifically designated in the state plan in the eastern region shall, according to their own advantages and the characteristics of counterpart support areas, prohibit the transfer of production equipment, backward technology and seriously polluting projects that should be eliminated to the western region in the process of production
(52) strengthen counterpart support and assistance. Relevant provinces, municipalities directly under the central government and cities specifically designated in the state plan in the eastern region continue to build a number of primary schools, middle schools,
health centers and cultural stations in the recipient areas according to their own advantages and the characteristics of counterpart support areas, and organize roving teaching, roving medical treatment, and science and technology to the countryside activities. Provinces, municipalities directly under the central government and cities specifically designated in the state plan in the eastern region can raise funds for counterpart support according to conditions. Continue to carry out micro credit poverty alleviation work, and provide credit services to farmers in poor areas in the West. We will promote the action of "invigorating the border areas and enriching the people" in an organized way, focus on supporting border counties in ethnic areas and poverty-stricken areas, do a good job in pilot projects, continue to experiment, and implement assistance measures at the grass-roots level
16. Attract and make good use of talents
(53) since 2001, a subsidy system for difficult and remote areas has been established, and the funds required are borne by the central government. Raise the salary level of personnel in government agencies and institutions in remote areas with difficulties, gradually make them reach or
higher than the national average level, and encourage and attract talents to work in remote areas with difficulties
(54) mobilize the enthusiasm and creativity of professionals in the western region. Senior professional technicians who have reached the retirement age but still undertake major national economic construction projects and work in remote and difficult areas, and are in urgent need, can be appropriately recruited with the approval of the competent department of the provincial people's government, which does not account for the unit's staffing and the number of professional and technical positions. We will increase support for the selection of experts with special government subsidies in the western region, the establishment of post doctoral research mobile stations, the establishment of enterprise post doctoral research workstations, and the funding of scientific research funds for overseas students. Further improve the working and living conditions of high-level talents in the western region, and give preference to scientific research funds, assistant allocation, project application, etc., according to WSU
(better than 500r/min; the polishing time should be longer than the time required to remove the scratch 55) strengthen the talent training in the western region. In combination with the implementation of the key tasks of western development, major construction projects and important research topics, local training, training in the eastern region, overseas training and other methods are adopted to train
talents in short supply in the western region. Strengthen the guidance and support for the training of scientific and technological backbones of ethnic minorities and young people in the western region and the training of civil servants. Increase training funds and provide support for the construction of training institutions and teaching staff. Make good use of national special funds, strive for international assistance projects, and focus on supporting talent training in the western region
(56) encourage the flow of talents and intelligence to the western region. Support talents from other regions to participate in the western development in the form of part-time work,
short-term services, undertaking entrusted projects, cooperative research, technology shares, contracted management and other forms. Organize senior domestic experts, excellent postdoctors and overseas students to visit the western region by stages and in batches, carry out consulting services, and use modern communication means and network technology to carry out remote services. Support the establishment of overseas students' Entrepreneurship parks in places in the west, and make full use of their technology intensive, complete facilities and preferential policies to attract overseas students to establish high-tech enterprises or engage in high-tech research and development
